O'Brien, Director, Legislative Budget Board IN RE:SB332 by Carona (Relating to the adjudication of certain gang-related delinquent conduct.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would require a juvenile court to order a youth who has been adjudicated for engaging in delinquent conduct that is also gang-related conduct to participate in an age-appropriate 12-hour criminal street gang intervention program. The Juvenile Probation Commission (JPC) and the Texas Youth Commission anticipate no significant fiscal implication to the State as a result of passage of the bill. Local Government Impact The JPC estimates a cost to local governments of $993,340 per year. This estimate is calculated by multiplying the number of gang-involved youth reported in fiscal year 2008 by the cost of $15 per hour per youth for the 12-hour street gang intervention program. JPC states that the costs could vary significantly between counties based on the design of the program and the availability of staff or contractors to provide the program.
