O'Brien, Director, Legislative Budget Board     IN RE:SB473 by Estes (Relating to an intercollegiate athletics fee at the University of North Texas.), As Introduced    No significant fiscal implication to the State is anticipated.  Under provisions of the bill, the University of North Texas System may charge each student enrolled at the University of North Texas an intercollegiate athletics fee in the amount not to exceed $10 per semester credit hour for each semester or summer session. The fee could not be charged before the first semester a new football stadium is available for use at the university. If compulsory student services feees are charged to students enrolled at the university, the total amount of those fees charged to a student shall be reduced by $3 per semester credit hour for the first semseter in which the intercollegiate fee is charged. The fee may not be charged unless approved by a majority vote of the students enrolled at the university who participate in a general student election held for that purpose. The University of North Texas System indicates that the implementation of the fee will coincide with the opening of the stadium projected to be in Fall 2011.  Beginning in fiscal year 2012, the System estimates that the fee would generate approximately $6.2 million with slight increases in the subsequent years.   Local Government Impact No fiscal implication to units of local government is anticipated.
