LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION February 25, 2009 TO: Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security FROM: John S. O'Brien, Director, Legislative Budget Board IN RE:SB581 by Wentworth (Relating to intermunicipal commuter rail districts.), As Introduced No fiscal implication to the State is anticipated. The bill would authorize other public entities located in a county that has become a part of an intermunicipal commuter rail district to become a part of the district. The board of the district would be required to adopt a name for the district and would be authorized by resolution to change the name of the district. The bill would authorize a district to acquire, construct, develop, own, operate, and maintain intercity or other types of passenger rail services. Local Government Impact It is assumed that an eligible public entity would not choose to become a part of a district unless the entity had sufficient resources to absorb costs, if any, that may be associated with participating as a part of the district. No significant fiscal implications would result from a decision to name or change the name of the district. It is assumed that a district would acquire, construct, develop, own, operate, and maintain intercity or other types of passenger rail services if sufficient resources are available.
