The bill would allow investor-owned utilities to consolidate more than one system under a single tariff, at the time of application, if the regulatory authority finds all the systems under the tariff are substantially similar in terms of facilities, quality of service, and cost of service. The bill's passage is not expected to result in significant costs to the Commission on Environmental Quality.
