                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 15, 2011      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1035 by Legler (Relating to the proof of identity required of an applicant for a driver's license.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to require United States citizens and non-United States citizens to present certain documents as proof of identity when applying for a drivers license issued by the Department of Public Safety (DPS). If one of the identification forms specified by the bill is not presented with an application for a drivers license, DPS may not issue a drivers license to the applicant. The bill would take effect September 1, 2011.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
