                    BILL ANALYSIS             H.B. 1048     By: Cain     Judiciary & Civil Jurisprudence     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Currently, the terms of court in the two counties comprising the 102nd Judicial District begin on different days in different months. H.B. 1048 seeks to provide consistency for the start of the terms of the 102nd District Court in Bowie County and in Red River County.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1048 amends the Government Code to change the start of the terms of the 102nd District Court in Red River County from the first Mondays in February, May, August, and November to the first Mondays in January and July.        EFFECTIVE DATE    September 1, 2011.
