                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 15, 2011      TO: Honorable Sid Miller, Chair, House Committee on Homeland Security & Public Safety      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1167 by Taylor, Van (Relating to the carrying of concealed handguns on certain premises of or locations associated with schools or public junior colleges and public technical institutes.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would restrict a public junior college or public technical institute from adopting rules prohibiting the carrying of licensed handguns on its campus. The bill amends both the Government Code and Penal Code and would take effect September 1, 2011. Changes to the Penal Code apply only to an offense committed on or after the bill's effective date. For this analysis it is assumed implementing the provisions of the bill would not result in a significant impact on the programs and workload of State corrections agencies or on the demand for resources of those agencies. Local Government Impact No significant fiscal implication to units of local government is anticipated.
