       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   In 1988, the United States Department of Energy selected Texas as the site of a national super collider research project. As part of that project, the legislature authorized two agencies, the Texas National Research Laboratory Commission and the Superconducting Super Collider Facility Research Authority, to assist with the super collider's development. Five years after the U.S. Department of Energy selected Texas as the site of the super collider, the United States Congress voted to terminate funding for the project. Shortly afterwards the state authorities created to assist with the super collider project ceased to function.    H.B. 1245 amends current law relating to the repeal of the authorization to establish a super collider facility research authority.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.    SECTION BY SECTION ANALYSIS   SECTION 1. Repealer: Chapter 2301 (Superconducting Super Collider Facility Research Authority), Government Code.   SECTION 2. Effective date: upon passage or September 1, 2011.
