                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 21, 2011      TO: Honorable Sid Miller, Chair, House Committee on Homeland Security & Public Safety      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB132 by Gallego (Relating to the issuance of a driver's license to a person who is younger than 24 years of age and who has not obtained a high school diploma or its equivalent.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to prohibit the Department of Public Safety (DPS) from issuing a drivers license to certain persons who have not obtained a high school diploma or its equivalent. The bill would permit DPS to issue restricted drivers licenses to certain persons who have not obtained a high school diploma or its equivalent. The bill would take effect January 1, 2012. This analysis assumes DPS could implement the provisions of the bill within existing resources.
