The bill would amend portions of the Parks and Wildlife Code to disallow a person in a vessel operating in "Tidal water" (all salt water including within three marine leagues from the Gulf of Mexico shore) from possessing fish taken for sporting purposes unless that person holds a general fishing license. To the extent the bill may result in additional violations, no significant fiscal implication is anticipated as a result of the bill's provisions. The bill would take immediate effect if the bill receives two-thirds the vote of all members in both houses. Otherwise, the bill would take effect September 1, 2011.
