LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION April 27, 2011 TO: Honorable Craig Estes, Chair, Senate Committee on Agriculture & Rural Affairs FROM: John S O'Brien, Director, Legislative Budget Board IN RE:HB1322 by Scott (Relating to the possession of fish in the tidal water of this state.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would amend portions of the Parks and Wildlife Code to disallow a person in a vessel operating in "Tidal water" (all salt water including within three marine leagues from the Gulf of Mexico shore) from possessing fish taken for sporting purposes unless that person holds a general fishing license. To the extent the bill may result in additional violations, no significant fiscal implication is anticipated as a result of the bill's provisions. The bill would take immediate effect if the bill receives two-thirds the vote of all members in both houses. Otherwise, the bill would take effect September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated.
