                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 12, 2011      TO: Honorable Wayne Smith, Chair, House Committee on Environmental Regulation      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1403 by Rodriguez, Eddie (Relating to eligibility to participate in the low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to expand the eligibility for the low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program by requiring a vehicle be registered in the county implementing the program for at least 12 of the previous 15 months preceding an application instead of the previous requirement of 12 consecutive months. The Department of Public Safety (DPS) reported there would be some costs for existing personnel to update information populated on the agency's Vehicle Inspection Program website. This analysis assumes DPS could implement the provisions of the bill within existing appropriations. Local Government Impact No significant fiscal implication to units of local government is anticipated.
