The bill would amend portions of the Parks and Wildlife Code related to the combination hunting and fishing license. The Texas Parks and Wildlife Commission would waive the combination hunting and fishing license fee for a qualified disabled veteran, a Texas resident with a valid military identification card on active duty with US military forces, or an individual in the Texas Army National Guard, Texas Air National Guard, or Texas State Guard and who is on active duty or is actively participating under rules established by the state adjutant general. The bills provisions would not apply to a person retired from the military. To the extent the bill may result in a minimal revenue loss (an estimated $69,600 per fiscal year) to the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9, no significant fiscal implication to the Texas Parks and Wildlife Department or the state is anticipated. The bill would take immediate effect if the bill receives two-thirds the vote of all members in both houses. Otherwise, the bill would take effect September 1, 2011.
