Local Government Impact The bill would direct school district employment policies to require a certified shorthand reporter to record any interview conducted in connection with the investigation of a district personnel matter.   School districts that do not currently record such interviews in this manner would incur additional costs to comply with the bill's requirements.  The Texas Education Agency indicates that the cost per day of service for a freelance shorthand reporter is approximately $200.  School district costs under the bill would vary depending upon the number of personnel matters subject to the shorthand reporting requirement and the local rate charged by freelance shorthand reporters.
