The bill would amend the Transportation Code to create degrees of an offense if a person engages in or solicits the transportation of household goods for compensation without being registered with the Texas Department of Motor Vehicles. The first offense would be a Class C misdemeanor, the second offense would be a Class B misdemeanor, and the third offense or more would be a Class A misdemeanor. A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. A Class B misdemeanor is punishable by a fine of not more than $2,000, confinement in jail for a term not to exceed 180 days, or both. A Class C misdemeanor is punishable by a fine of not more than $500.  Local Government Impact Costs associated with enforcement, prosecution and confinement could likely be absorbed within existing resources.
