                    BILL ANALYSIS             C.S.H.B. 1586     By: Hunter     Culture, Recreation & Tourism     Committee Report (Substituted)             BACKGROUND AND PURPOSE    Currently, the points defining the boundaries of the Ingleside Cove Wildlife Sanctuary are defined by older descriptions that leave room for confusion. C.S.H.B. 1586 seeks to change the statutes relating to the boundaries of the sanctuary.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    C.S.H.B. 1586 amends the Parks and Wildlife Code, in provisions creating the Ingleside Cove Wildlife Sanctuary in San Patricio and Nueces Counties, to change the description of the boundaries of the sanctuary.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2011.       COMPARISON OF ORIGINAL AND SUBSTITUTE       C.S.H.B. 1586 differs from the original in the description of a boundary by referring to a channel marker at the location commonly known as Donnel Point, whereas the original refers to a channel marker with a flashing red light every 4 seconds known as Donnel Point.
