The bill would require the Sunset Commission, during its review of an agency that licenses an occupation or profession, to consider whether the program serves a meaning public interest (as defined by the provision) and provides the least restrictive form of regulation that would protect the public interest (as defined by the provision). In addition, members of the legislature would be allowed to submit legislation that would create or significantly change a licensing program. The chair of the Sunset Commission would be allowed to deny such as request for review. However, if the Commission chose to conduct a review, it would be required to submit a report to the legislature before the start of the next legislative session. It is anticipated that any additional costs associated with implementation of the legislation would be absorbed within existing resources.
