                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            May 23, 2011      TO: Honorable Joe Straus, Speaker of the House, House of Representatives      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1619 by Orr (Relating to emergency service districts.), As Passed 2nd House    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code relating to emergency services districts. Based on the analysis provided by the Texas A&M University System, the University of Texas System, the Texas State University System, the University of North Texas System, and the Higher Education Coordinating Board, it is assumed that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing agency resources. Based on the analysis provided by the Department of Rural Affairs, implementation of the bill will have no fiscal impact to the agency. Local Government Impact The bill would require emergency services commissioners to complete a training course to be certified by an institution of higher education. Costs to emergency services districts would vary depending on course requirements, but are not anticipated to be significant. No significant fiscal implication to units of local government is anticipated.
