 A BILL TO BE ENTITLED
 AN ACT
 relating to prohibiting school districts from requiring or coercing
 school district employees to make charitable contributions.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 22, Education Code, is
 amended by adding Section 22.011 to read as follows:
 Sec. 22.011.  REQUIRING OR COERCING EMPLOYEES TO MAKE
 CHARITABLE CONTRIBUTIONS.  (a)  A school district board of trustees
 or school district employee may not directly or indirectly require
 or coerce any school district employee to:
 (1)  make a contribution to a charitable organization
 or in response to a fund-raiser; or
 (2)  attend a meeting called for the purpose of
 soliciting charitable contributions.
 (b)  A school district board of trustees or school district
 employee may not directly or indirectly require or coerce any
 school district employee to refrain from:
 (1)  making a contribution to a charitable organization
 or in response to a fund-raiser; or
 (2)  attending a meeting called for the purpose of
 soliciting charitable contributions.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
