The bill would amend the Water Code to grant the executive administrator of a groundwater conservation district the authority to determine the amount of water that may be produced on an average annual basis to achieve desired future conditions as established in a management plan. The bill also would instruct a groundwater conservation district to base permitting practices on the executive directors model and analysis of current and future groundwater availability. Local Government Impact No significant fiscal implication to units of local government is anticipated.
