The Commission on State Emergency Communications (CSEC) is subject to the Sunset Act and will be abolished on September 1, 2011, unless continued by the Legislature. The bill would continue the existence of CSEC until September 1, 2023. CSEC would be required to develop and implement a policy for negotiated rulemaking procedures for the adoption of commission rules and alternative dispute resolution procedures for the resolution of certain disputes and would be required to provide training to implement these procedures. CSEC would also be required to collect data on the effectiveness of the procedures. The bill would allow CSEC, with the assistance of an advisory committee, to coordinate an interconnected, state-level emergency services Internet Protocol network (network). If coordination of a network would occur, the bill would require CSEC to establish policy and oversee agency involvement in the development and implementation of the network. CSEC would also be required to appoint a three member advisory committee with specific representatives who have training, experience, and knowledge in 9-1-1 systems and network management. It is anticipated that costs associated with implementation of the legislation could be absorbed within existing resources. This bill would take effect immediately if it receives a vote of two-thirds or on September 1, 2011.
