                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 12, 2011      TO: Honorable Wayne Smith, Chair, House Committee on Environmental Regulation      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1906 by Howard, Donna (Relating to the idling of motor vehicles; providing a criminal penalty.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Water Code to create a Class C misdemeanor offense for violating a rule adopted by the Texas Commission on Environmental Quality relating to a locally enforced motor vehicle idling limitation. A Class C misdemeanor is punishable by a fine of not more than $500. Local Government Impact Costs associated with enforcement and prosecution could likely be absorbed within existing resources.
