                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 8, 2011      TO: Honorable Pete Gallego, Chair, House Committee on Criminal Jurisprudence      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB1919 by Price (Relating to a defense to prosecution for the offense of cruelty to nonlivestock animals under certain circumstances.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Penal Code as it relates a defense to prosecution for the offense of cruelty to non-livestock animals under certain circumstances.The bill would take effect on September 1, 2011 and apply only to an offense committed on or after that date. The defense to prosecution addressed by the bill is not anticipated to have a significant fiscal impact.
