The bill would amend the Alcoholic Beverage Code to allow the Alcoholic Beverage Commission to suspend the commissions approval of a seller training program, certification of a trainer to teach a seller training program, or certification of a seller-server's completion of a seller training program if the program, trainer, or seller-server violates the Alcoholic Beverage Code or a commission rule. The commission may issue a civil penalty rather than the suspension. The Texas Alcoholic Beverage Commission indicates that no fiscal implication from the bill is anticipated. This bill takes effect immediately if it receives a vote of two-thirds of all members of each house, otherwise it takes effect September 1, 2011. Local Government Impact No significant fiscal implication to units of local government is anticipated.
