The bill would amend the Local Government Code to remove the ability of a water control and improvement district or a municipal utility district, as defined by the provisions of the bill, to enter into certain strategic partnerships with a municipality. The bill also would authorize a conservation and reclamation district under Chapter 49 of the Water Code to enter into such an agreement pursuant to the guidelines listed in Section 43.0751 of the Local Government Code. A district annexed for limited purposes must be in the municipalitys extraterritorial jurisdiction and contiguous to the corporate boundaries of the municipality unless the district consents to annexation. Local Government Impact No significant fiscal implication to units of local government is anticipated.
