Dutton Jr., Chair, House Committee on Urban Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2006 by Bonnen (Relating to the release of a photograph of a police officer and access to records maintained by internal investigative divisions in certain municipalities.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Local Government Code to exempt additional internal investigative divisions from being forced to expunge records in regard to disciplinary action taken against a fire fighter or police officer. The bill also would limit a department, commission, or municipality from releasing a photograph of a police officer unless the officer is charged with an offense, involved in a civil service hearing, used as evidence in a judiciary proceeding, or gives written consent.
