                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 21, 2011      TO: Honorable Wayne Smith, Chair, House Committee on Environmental Regulation      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2025 by McClendon (Relating to the implementation of county solid waste management programs.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to authorize a commissioner's court to establish a mandatory program to regulate solid waste in the extraterritorial jurisdiction of a municipality only if the population density is more than 3,000 persons per square mile, and it has been determined the area has a problem with illegal dumping. Local Government Impact There could be a fiscal impact to a county that chose to establish a solid waste program; however, those amounts would vary by locality and are not anticipated to be significant.
