The bill would amend the Health and Safety Code to authorize a commissioners court in a county with a population of more than 1.5 million and in which at least 75 percent of the population resides in a single municipality to establish a mandatory program to regulate solid waste in the extraterritorial jurisdiction of a municipality if the municipality does not provide solid waste disposal services in the area. Local Government Impact There could be a fiscal impact to a county that chose to establish a solid waste program; however, those amounts would vary by locality and are not anticipated to be significant.
