The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt rules to ensure the overall health and welfare of each dog or cat in a commercial breeder's facility. The bill would repeal Section 821.076 (3) of the Health and Safety Code, that defines a properly fitted collar, and Section 821.077 (b), that prohibits a dog from being unreasonably restrained within 500 feet of the premises of a school. Based on this analysis, it is assumed duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
