       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Game wardens commissioned by the Texas Parks and Wildlife Commission work to create a pleasant, recreational atmosphere for Texas residents and visitors to the state by keeping Texas waterways safe. H.B. 2141 establishes that game wardens commissioned by the Texas Parks and Wildlife Commission are the primary enforcement officers responsible for enforcing provisions of law relating to water safety.   H.B. 2141 amends current law relating to enforcement of laws related to water safety.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 31.121, Parks and Wildlife Code, by adding Subsection (a-1), to provide that game wardens commissioned by the Texas Parks and Wildlife Commission are the primary enforcement officers responsible for enforcing the provisions of this chapter related to water safety.   SECTION 2. Effective date: upon passage or September 1, 2011.
