The bill would amend the Local Government Code to define building permit fee as a fee charged by a municipality as a condition to construct, renovate, or remodel a structure. A building permit fee would be abolished on the 10th anniversary date the fee is adopted or reauthorized unless the governing body of the municipality holds a public hearing or votes to reauthorize the fee. Other provisions of the bill would apply only to a municipality with a population of 1.9 million or more. Based on the applicability criteria, those provisions would apply only to the City of Houston. Local Government Impact It is assumed that the governing body of a municipality would reauthorize a building permit fee within the specified time period; therefore, no significant fiscal implication to units of local government is anticipated.Other provisions of the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
