This bill creates the "Parental Rights Advisory Panel" consisting of nine appointed members to study and provide recommendations to the legislature regarding certain issues pertaining to possession of or access to a child by a parent. The study would be due no later than December 31, 2012. The bill specifically prohibits reimbursement of expenses or compensation for panel members. Consequently, no fiscal impact is anticipated. The bill would take immediate effect if the bill receives two-thirds the vote of all members in both houses. Otherwise, the bill would take effect September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated.
