Kolkhorst, Chair, House Committee on Public Health      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2369 by Quintanilla (Relating to the accreditation of training programs and examinations for certain emergency medical services personnel.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend Section 773.050, Health and Safety Code, to specify that a paramedic education course or training program is not required to be accredited by a national organization before January 1, 2014, unless the Department of State Health Services (DSHS), acting upon a recommendation from the advisory council, sets an earlier date. The bill would require DSHS to partner with, but not reimburse, a testing entity for testing related to paramedic licensure. The bill would be effective immediately with a two-thirds vote of all members of each house, or on September 1, 2011. DSHS indicates that any modifications to rules could be addressed with existing staff. Local Government Impact No fiscal implication to units of local government is anticipated.
