       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   H.B. 2387 amends current law relating to the selection, compensation, and duties of the general counsel to an appraisal district.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 6.05, Tax Code, by amending Subsection (d) and adding Subsection (j), as follows:   (d) Authorizes the chief appraiser to employ and compensate professional, clerical, and other personnel as provided by the budget, with the exception of a general counsel to the appraisal district.   (j) Authorizes the board of directors of an appraisal district to employ a general counsel to the district to serve at the will of the board. Requires the general counsel to provide counsel directly to the board and perform other duties and responsibilities as determined by the board. Entitles the general counsel to compensation as provide by the budget adopted by the board.   SECTION 2. Effective date: upon passage or September 1, 2011.
