The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to revoke the drivers license of a person under 18 years of age who is enrolled at a public school, home school, or private school if the persons parent, guardian or school administrator or a law enforcement officer notifies DPS that the person has been absent from school for certain periods of time. The bill contains provisions for carrying out the revocation and methods in which a person may provide proof of school attendance to avoid revocation. The bill would also prohibit persons less than 18 years of age from using a wireless communications device while driving, except in cases of emergency. The bill would take effect September 1, 2011. This analysis assumes DPS could implement the provisions of the bill within existing appropriations.
