 A BILL TO BE ENTITLED
 AN ACT
 relating to the residence address at which a person is registered to
 vote.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 13, Election Code, is
 amended by adding Section 13.0022 to read as follows:
 Sec. 13.0022.  ELIGIBLE RESIDENCE ADDRESSES. (a) A person
 is not eligible to register to vote at a residence address if:
 (1)  bathing and sleeping facilities are not available
 at the residence address; or
 (2)  the person claims a different residence address as
 the person's homestead in this state or on the person's Texas
 driver's license or personal identification card.
 (b)  The secretary of state shall adopt rules as necessary to
 implement this section.
 SECTION 2.  The change in law made by this Act applies only
 to a voter registration application that is submitted or a voter
 renewal certificate that is issued on or after the effective date of
 this Act.
 SECTION 3.  This Act takes effect September 1, 2011.
