                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 18, 2011      TO: Honorable Larry Taylor, Chair, House Committee on Elections      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2487 by Murphy (Relating to the residence address at which a person is registered to vote.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Election Code relating to the residence address at which a person is registered to vote.  A person would not be eligible to register to vote at a residence if bathing and sleeping facilities are not available and if the person claims a different residence address as the persons homestead or on the persons Texas drivers license or personal identification card.  The Secretary of State would be required to adopt rules for implementation.  It is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources.  The bill would take effect on September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated, unless the rules adopted by the Secretary of State as prescribed by the bill would require counties to verify voter eligibility under the provisions of the bill.
