 A BILL TO BE ENTITLED
 AN ACT
 relating to the purchase of goods and services by state agencies.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 2155, Government Code, is
 amended by adding Section 2155.0745 to read as follows:
 Sec. 2155.0745.  PROCUREMENT MANUAL. The comptroller shall
 publish and maintain a procurement manual that includes the
 purchasing requirements each state agency must comply with under
 this chapter or other law.
 SECTION 2.  Section 2155.078, Government Code, is amended by
 adding Subsection (o) to read as follows:
 (o)  The comptroller may suspend or revoke the certification
 of a certified purchaser for violation of this section or other law
 or of rules adopted by the comptroller.
 SECTION 3.  Subchapter C, Chapter 2155, Government Code, is
 amended by adding Section 2155.1325 to read as follows:
 Sec. 2155.1325.  APPROVAL OF CERTAIN SOLICITATIONS. (a) A
 state agency that solicits bids or proposals for a purchase of goods
 or services that will cost more than $100,000 shall submit a copy of
 the solicitation to the comptroller not later than the 30th day
 before the date the agency makes the purchase.
 (b)  The comptroller may review, comment on, change, or
 recommend changes to the solicitation during the 30-day period
 before the purchase.
 (c)  The comptroller may adopt rules to administer this
 section.
 SECTION 4.  Not later than December 1, 2011, the comptroller
 shall adopt the rules necessary to implement the changes in law made
 by this Act to Chapter 2155, Government Code.
 SECTION 5.  This Act takes effect September 1, 2011.
