Dutton Jr., Chair, House Committee on Urban Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2601 by Nash (Relating to the removal of political signs from private property; providing a penalty.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Local Government Code to prohibit a public official of a local governmental entity from removing or requiring a person to remove a political sign from the persons private real property if the owner is in compliance with applicable law. The bill would provide for a civil penalty in an amount between $500 and $1000 that may be recovered by a county attorney. Any money collected would be paid to the Comptroller and deposited in the general revenue fund. According to the Comptroller of Public Accounts (CPA), the fiscal impact cannot be estimated. CPA also reported there would be no administrative costs associated with the provisions of the bill.
