 A BILL TO BE ENTITLED
 AN ACT
 relating to the provision of information on financial literacy
 resources to the public.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 403, Government Code, is
 amended by adding Section 403.0255 to read as follows:
 Sec. 403.0255.  FINANCIAL LITERACY PROGRAM INFORMATION. (a)
 In this section:
 (1)  "Financial literacy" means proficiency at
 managing personal finances.
 (2)  "Health and human services agencies" has the
 meaning assigned by Section 531.001.
 (b)  The comptroller shall collect information on programs,
 including classes, and other resources available to the public that
 focus on teaching financial literacy and compile the information in
 a brochure.
 (c)  The comptroller shall identify appropriate state
 agencies through which to distribute the brochures to the public,
 such as the Health and Human Services Commission, health and human
 services agencies, and other agencies whose employees frequently
 interact with the public. The comptroller shall make the brochures
 available to the identified agencies.
 (d)  A state agency identified as appropriate for
 distributing the brochures shall ensure that the brochures are
 readily available to interested persons at locations at which those
 persons frequently access services provided by the agency.
 (e)  The comptroller shall periodically update the
 information contained in a brochure required by this section and
 make the updated brochures available to the state agencies
 identified as appropriate for distributing the brochures.
 SECTION 2.  The comptroller of public accounts shall produce
 and distribute to appropriate state agencies the brochure required
 by Section 403.0255, Government Code, as added by this Act, not
 later than December 1, 2011.
 SECTION 3.  This Act takes effect September 1, 2011.
