RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2671 amends the Transportation Code to require personal information obtained by an agency in connection with a motor vehicle record to be disclosed for use in connection with any matter of enforcement by the Texas Workforce Commission under provisions of law relating to employment services and unemployment. The bill specifies that provisions of law relating to permitted disclosures of motor vehicle records do not prohibit the disclosure of a person's photographic image to an agency of the state investigating an alleged violation of a state or federal law relating to the obtaining, selling, or purchasing of a benefit authorized by provisions of law relating to employment services and unemployment. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
