Dutton Jr., Chair, House Committee on Urban Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB2729 by Callegari (Relating to local government authority to develop public infrastructure and facilities.), As Introduced    No fiscal implication to the State is anticipated.  The bill would add Section 271.908 to Chapter 271 of the Local Government Code to authorize a local governmental entity to contract with a private entity to act as the local governmental entitys agent in the design, development, financing, maintenance, operation, or construction, including oversight and inspection, of a facility or a civil works project. A local governmental entity that enters into a contract would be required to meet certain criteria as defined by the provisions of the bill.
