                    BILL ANALYSIS             H.B. 2769     By: Frullo     State Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Currently, the Texas Facilities Commission (TFC) does not have sufficient formal authority to accept or receive gifts, grants, or private donations in support of its programs, with certain exceptions. The goal of this bill is to grant the TFC authority to accept or receive gifts, grants, and donations.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2769 amends the Government Code to authorize the Texas Facilities Commission (TFC) to solicit, contract for, receive, accept, or administer gifts, grants, and donations of money or property from any source for any lawful public purpose related to the TFC.        EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
