The bill would add a chapter to Subtitle Z, Title 3 of the Government Code to make enforcing or attempting to enforce the federal Patient Protection and Affordable Care Act (ACA), as amended, a class A misdemeanor for public officers or employees of the state.  If enacted, the bill would take effect immediately if it receives a vote of two-thirds of all members in each house, or on September 1, 2011 if not. Local Government Impact No significant fiscal implication to units of local government is anticipated.
