                    BILL ANALYSIS             H.B. 3003     By: Hughes     County Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Certain statutory provisions authorize the commissioners court of a county with a population of 2.8 million or more by order to authorize the issuance of an identification card to certain individuals permitting entrance into a county building that houses a justice court, county court, county court at law, or district court without passing through certain security services and to set a reasonable fee for the issuance of the identification card to individuals other than county employees. H.B. 3003 seeks to make such authorization applicable to all county commissioners courts by removing the population threshold.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3003 amends the Local Government Code, in a provision authorizing the commissioners court of a county by order to authorize the issuance of an identification card to individuals permitting entrance into a county building that houses a justice court, county court, county court at law, or district court without passing through the security services provided under certain Code of Criminal Procedure provisions and to set a reasonable fee for the issuance of the identification card to individuals other than county employees, to remove language limiting such authorization to a commissioners court of a county with a population of 2.8 million or more.       EFFECTIVE DATE    September 1, 2011.
