The bill would amend the Local Government Code to authorize a commissioners court to issue an identification card permitting certain individuals entrance into a county building that houses a justice court, county court, county court at law, or district court without passing through security. A county would be authorized to set a reasonable fee for the issuance of an identification card to individuals other than county employees. Under current statute, only a county with a population of 2.8 million or more may issue identification cards. Local Government Impact There would be costs to a county that chooses to issue identification cards, but the amount would vary depending on the number of cards issued to county employees that would not be assessed a fee. In addition, there would be a revenue gain from the fee assessed to non-county individuals for identification cards, but the amount would vary depending on the number of cards issued and the amount that would be partially offset by the fee. It is assumed that a county would issue identification cards only if sufficient funds were available or the costs would be offset by fees; therefore, no significant fiscal implication to units of local government is anticipated.
