                    BILL ANALYSIS             H.B. 3035     By: Alvarado     Urban Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    According to interested parties, the current law establishing a grievance procedure for firefighters and police officers in municipalities with populations of 1.5 million or more is unclear in regard to the matters that may be addressed by the procedure. H.B. 3035 clarifies that a firefighter or police officer may file a grievance under the grievance procedure on matters relating to compensation, benefits, or conditions of employment not otherwise covered by a collective bargaining agreement or certain other labor negotiations.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3035 amends the Local Government Code, in the provision of law authorizing a firefighter or police officer in a municipality with a population of 1.5 million or more to file a grievance relating to certain matters in accordance with state law, to specify that such matters involve any aspect of the firefighter's or police officer's compensation, benefits, or conditions of employment not otherwise covered by an agreement created under provisions of law relating to local control of police officer employment matters in municipalities with a population of 1.5 million or more or under The Fire and Police Employee Relations Act, rather than matters involving any aspect of the firefighter's or police officer's employment covered by provisions of law relating to municipal civil service for firefighters and police officers.       EFFECTIVE DATE    September 1, 2011.
