The bill would require certain conservation and reclamation districts to award contracts to the lowest responsible bidder or to the bidder who provides the goods or services at the best value for the district. The bill would specify how a district would determine the best value.  Passage of the bill is not expected to result in any significant fiscal impact on any state agency. Local Government Impact No significant fiscal implication to units of local government is anticipated.
