The bill would amend Section 263.103, Family Code, to require service plans for children in temporary managing conservatorship to be developed jointly by the child's parent(s) and a representative of the Department of Family and Protective Services (DFPS) or other agency. The bill would also repeal Section 263.104, Family Code, which only requires parental signature rather than participation in the development of an amended service plan. The bill would take effect on September 1, 2011. DFPS reports that the portions of the bill requiring parental involvement in the development of service plans and service plan amendments will require modification of training procedures, policies, and practices, but that these changes could be implemented with existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
