ANALYSIS H.B. 3135 amends the Education Code to require a school district to provide a reasonable amount of break time at appropriate intervals to accommodate an educator desiring to express breast milk for a child of the educator who is under one year of age and to provide a room or other location in close proximity to the educator's work area, other than a toilet stall or restroom, with an accessible electrical outlet and a locking door where the educator can express breast milk in private. The bill makes its provisions applicable beginning with the 2011-2012 school year. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
